For companies operating in the maritime segment, Oil Spill Removal Organization (OSRO) coverage is essential for compliance with the Oil Pollution Act of 1990 (OPA ’90) and as a core part of their contingency planning strategy. Through MSRC, MPA members are equipped with rapid response capabilities to manage the unique operations associated with oil tank vessels, barges, and vessels carrying non-oil cargo. This partnership with MSRC strengthens members’ preparedness for diverse scenarios, providing a higher level of reliability and readiness to protect the environment and vital shipping infrastructure.

Shipping operators must comply with a range of federal and state response planning requirements, including those enforced by the U.S. Coast Guard (USCG) under OPA ’90.

Additionally, state agencies such as the Washington Department of Ecology (DOE) and the California Office of Spill Prevention and Response (OSPR) impose specific spill prevention and response standards for vessels operating in these states’ waters. Through MPA membership, shipping operators can designate MSRC as their OSRO in Vessel Response Plans (VRPs) and Non-tank Vessel Response Plans (NTVRPs), ensuring enhanced preparedness and full compliance with both federal and state regulations.
