Whether for well drilling, platform production or pipeline transportation, companies operating in the offshore exploration & production segment of the oil and gas industry need Oil Spill Removal Organization (OSRO) coverage as preparation for worst-case discharge scenarios. MPA membership provides eligibility to cite MSRC as OSRO in Oil Spill Response Plans (OSRPs), Exploration Plans (EPs), Development Operations Coordination Documents (DOCDs) and other relevant response plans filed with the Bureau of Ocean Energy Management (BOEM), the Bureau of Safety and Environmental Enforcement (BSEE) and state-specific agencies where required.

Exploration & production companies operating exclusively in the U.S. inland environment may also rely on MSRC as part of its interior program.

MPA members represent over 90% of the worst-case discharge for wells drilled and 95% of the oil produced in the Gulf of Mexico region. Additionally, MPA members encompass all oil and gas operations off the coast of California. Oil majors and independent producers alike rely on MSRC’s preparedness to respond.
