For companies in the downstream refining segment of the energy sector, Oil Spill Removal Organization (OSRO) coverage is an essential ‘license to operate’ for these activities. Through membership in MPA, refining companies have the ability to designate MSRC as their OSRO across various important response plans. These include Facility Response Plans filed the U.S. Coast Guard to ensure compliance with federal spill response requirements. Additionally, MSRC helps companies meet stringent state-level contingency planning standards, such as those required by the Washington Department of Ecology and the California Office of Spill Prevention and Response.

Further, companies operating in the coastal environment must be equipped to handle a number of response scenarios such as weather events and other natural disasters which can quickly exceed the capabilities of smaller response contractors.

Through MPA membership, refining companies gain direct access to MSRC’s extensive resources, along with a broad network of contracted partners. MPA’s refining members achieve a heightened level of readiness to respond effectively to large-scale incidents through their partnership with MSRC.

MPA members collectively represent 3.9 billion barrels of refining capacity spanning facilities across the East, West and Gulf Coasts, as well as within the interior regions of the United States. This extensive presence underscores their critical role in the nation’s refining infrastructure, enabling the production and distribution of refined petroleum products to meet domestic and international demand. Refiners constitute an essential funding segment within MPA membership, strengthening MSRC’s ability to sustain its response readiness.
